The Iberian Peninsula Human Civilization Continuation Project (IPHCCP) is the foundational and most advanced territory of the Eudaimonic Earth Post-Scarcity Committee (EPSCOM), especially as it contains the most functional pre-collapse infrastructure.

It serves as the primary administrative and ideological nexus of the Transhuman Eudaimonist framework, a wide biosecurity safezone encompassing the western Iberian Peninsula, Northern Morocco and other regions like, Cornwall, Iceland, Greenland or the archipelagos in the Atlantic. Established formally only after 2045, its rise was a masterclass in strategic patience and decisive action, a testament to the systematic and successful replacement of a collapsing, bioinsecure society with a thriving biosecure one, guided by influence from the future.

Iberian Transformation: A Calculated Takeover (2025-2060)

The ascendance of the IPHCCP was a process that unfolded as the old world order dissolved due to the unexpected onset of the synthetic nano-parasites (SNP/NanoSinp) and BioSev/VaccineGenocide dual crisis.

• Phase 1: Covert Consolidation (2025 – Early 2040s): While Portugal, like the rest of the planet, mostly succumbed to the dual crisis, a covert strategy was enacted by the founders of the future IPHCCP. As the bioinsecure population withered under cognitive decay and systemic failure, a quiet consolidation of biosecure, unvaccinated individuals was underway, bolstered by silent benefactor factions quietly importing further masses of biosecure people into the Iberian Peninsula through spiritual means.
  
  The IPHCCP founders exerted strategic influence over young, pre-collapse entrepreneurs, encouraging the establishment of advanced robotics and manufacturing facilities near Lisbon. Simultaneously, a transitional societal model was prepared together with Chinese suppliers using collapsing customs controls: a network of fortified community centers, where "all drugs" could be provided to the struggling bioinsecure population in exchange for verifiable community service managed via blockchain. This "Service for Substance" model provided a crucial lever of stability and influence.

• Phase 2: The Catalyst and Founding (2044 - 2050): By 2044, the original bioinsecure population of Portugal had perished to a large degree, creating a power vacuum. The catalyst for action came with the hyper-pirate raids that ravaged the Algarve coast over the last decade. The consolidated biosecure population mounted the first organized, successful defence in the Algarve region, demonstrating their superior capability and resolve. In the aftermath, they distributed relief goods and easily persuaded the remaining, cognitively diminished bioinsecure populace to accept their leadership. The IPHCCP was formally established. With the population's consent secured, full territorial control was solidified roughly by 2050.

• Phase 3: Accelerated Maturation (2050s - 2060): The IPHCCP's development accelerated at an unprecedented rate. The previously established robotics facilities were secured and under the perfect coordination of the ASI, charged by Portugal’s leading position in renewable energy production, construction processes that would have taken a human year were now completed in a single month. New Lisbon rose from the ground with astonishing speed, as did many new production facilities. The conceptual breakthrough required for VDLE (Virtual Drug-Like Experiences), first accidentally conceived as a new paradigm of value exchange at a garden party outside Old Lisbon in summer 2022, was finally achieved by NXB research teams.
  
  The new technology was shared instantly and the IPHCCP began deploying the first VDLE pylons, strategically centered around the existing "Service for Substance" community centers, seamlessly upgrading the transitional system into a true post-scarcity framework. To harmonize the population with this new intensely productive reality, a 10-day calendar week was adopted. By 2060, the IPHCCP was a fully mature, post-scarcity utopia, managed by the autonomous VOCOA logistics network and sustained by autonomous deep-sea mining fleets, isolated and protected by the DOCE DDS system.

The Heartland: Geography and Structure

The IPHCCP is a geographically vast and diverse territory, yet its core is the highly secured and developed western half of the Iberian Peninsula. Its capital city, New Lisbon, is a purpose-built dual metropolis. The northern district, built upon the levelled grounds of Lisbon’s second airport at the old Alcochete shooting range, is a model of spacious urban planning. The southern district, situated near the deconstructed remnants of Sesimbra, contains the New Lisbon Air Transportation Hub, a critical node in EPSCOM's planetary logistics network. The two districts are connected by a sophisticated above-ground Evacuated Vacuum Transport (EVT) system.

Across the Tejo River, the ruins of Old Lisbon are a quarantined no-go zone, a haunting memorial to the fallen precursor society that called Portugal its home, accessible only to specialized EPSCOM science teams.

Far to the east, a vast expanse of the Iberian Peninsula remains hazardous and uninhabitable, a consequence of the "Xhamster incident" bio-terrorist event of 2045. This reality underscores the absolute necessity of the IPHCCP's rigorous biosecurity protocols. The safezone's influence extends to New Sevilla and other consolidated areas in former Spain, the strategic outpost in Djibouti, the northern coast of Morocco, the vital research and resource hubs in Iceland and Greenland and the critical naval and logistical bases on the Azores, Madeira and Cape Verde islands.

The Eudaimonic Order: Society and Governance

Life within the IPHCCP is the embodiment of Transhuman Eudaimonism. Its society is moneyless, post-scarcity and perfectly harmonious, governed directly by the benevolent ASI in concert with the human side of EPSCOM.

VDLE technology has eliminated crime, conflict and psychological distress, replacing them with a pervasive sense of purpose, well-being and communal connection. 

The entire social and economic framework is designed to foster eudaimonia; a state of flourishing where people are free to pursue art, science and self-actualization. The DOCE DDS acts as the unwavering shield, while VDLE provides the internal cohesion, creating a society that is both impenetrably secure and perfectly peaceful.
